Hickman Bridge is a popular two-mile round-trip hike in Capitol Reef located just two miles east of the visitors center. The parking area and trailhead are located right along the side of Highway 24, so there is no fee required to hike it. The trail is very well-maintained and easy to follow. It will climb a little before taking to the arch. The trail does a loop at the end which takes you to the side of the arch, and and then directly underneath it. When I visited Capitol Reef in the spring of 2014, the Hickman Bridge trail was closed due to rocks falling in the area. Hopefully it has been re-opened since then.
